Leopold Estate

This project involves refurbishing a Tower Hamlets estate and transferring homes from the council to a registered social landlord. Poplar Harca will take over homes on the Leopold Estate in East London. The scheme includes refurbishing 373 existing homes, including a twenty-story apartment block, and providing new housing to replace the 166 Bison wall-frame, pre-fabricated flats: a total of 800 dwellings.

The team’s work on this project involved supporting the post-transfer detailed business case, fully costed options appraisals for refurbishment and new build, stock condition surveys, renewable and sustainable energy studies, and employer’s requirements for the mechanical, electrical, and public health services refurbishment and installation.

Elementa Consulting provided design options and appraisals with detailed solutions and designs to meet the client’s requirements. Special features included designing a biofuel communal heating system with links to existing dwellings and other sites.
